I believe the owner is some sort of Orang-u-tang. At least that is the only thing that has arms long enough to reach the steering wheel. It probably is an aircon pump and its removal was forgotten when it was transplanted from the donor vehicle. A bit like they appear to have forgotton the following Gear stick (or is that the thing with the 8 ball between the head and exhaust?)
