That just means the internals have been protected with inhibiting oil. Turning it over would displace the oil. All reconditioned engines are supplied in this condition, to prevent corrosion etc when standing for a long time.

I bought a Champ engine from L W Vass back in the early 1970s and it was identical to the one in the advert. All I had to do was drain the sump and re-fill with normal oil before trying to start it, and everything was OK.

When we overhaulled engines in REME workshops, after they were test run, either under load or light run, the oil was drained and refilled with an engine oil with a lanolin content. It was run again for a few minutes to circualte this preservation oil, then drained. This same oil was then sprayed in to the intake and exhaust, and down all plug or injector holes. Hence why it should not be turned over because it would disturb the coating on the bores.
