Tony B
It's not the famous Home Gaurd oil dump on road system is it? Otherwise reminds me of some bit of the A bomb test gear.
fv1609
Is it a Latrine for Gen Patton in case he needed to do something more than pee in the Rhine? It's rather big for that, although in WW2 they must have had exceedingly wide derrieres judging by the size of motorcycle seats. Ah but this is postwar. Tony B
It was very similar to the one shown in the Dad's Army film. Basically a big drum with valve and drop chute mounted at the top of hill when Herman came along with his Panzer, some intrepid soul then dumped the oil causing the tank to skid. Phase 2 a man then ran out with a length of railway line and stuck it in the track. Phase 3 light Molotove cocktail and throw at tank. If no Molotove available, smear vision blocks of tank with mud or oil mix, when herman cannot see he will pop his head and then be garroted. Honestly I couldn't make that up :-o

Tony B
No Bodge it was a genuine procedure, there is a black and white film clip of it somewhere. How do you think the film makers got the idea?
