Bike Identifcation

I'm not sure that the parts belong with each other. The hubs look like to be 1950s or later. Is the girder fork blade the wrong way round ? Does the rigid rear end belong on the frame ? I'm inclined to suspect a failed custom project based on a 1950s European lightweight.

Wheels, yes I agree, off a later bike, these have just been stuck on to roll it around. 
 

The rest of the bike just looks un messed with, to well constructed to be a custom made affair. 
 

I think this because of how the seat interlinks with everything. 
 

I’ve looked for a frame number. Can’t see anything without rubbing down. 
 

I’m still at a loss.
