Don't know if it helps but it looks to me as if there is a hinge in the middle of the disk which would enable half of it to be flipped over, thus changing the colour of the disk, perhaps as a signal or an aide memoire to a crucial part of a checklist?

Good point, is it a visual "traffic light" sort of signal for incoming landing craft, set it to the correct colour and flip it vertical?

I thought that was a pointer, like a incline measure but can see your point

Looks as if they are having a day out, not participating in a pivitol day in history. I wonder if it could be a beach sector colour board. In Normandy the beaches were split into three colour sectors I believe. What is that trolly just past the cable reel down the beach?
