Something electric and hydraulic. I assume the left hand side should be at the bottom. There seems to be a hand operated hydraulic pump to one of the 'things' and the other has a possible power pump with a vent pipe. The electric unit looks very like an old isolator and star delta starter unit....

Adrian yes electric in the parallel wires & liquid in the solid pipe. Yes hand pump there, but not a power pump or starter.

Yes this is the correct orientation.

A mixture of water, with possibly microphones attached, or something to detect vibration in the liquid?

Roy so you were watching the Time Team special as well :D Good idea but this is not land based.

The transmitter on the right has an electro-mechanically controlled hammer on a steel diaphragm that is in contact with water in a tank secured to the ships hull. The rate was 3 blows per second.

 

The receiver on the left is a hydrophone linked to the hull in the same manner.
