There seems to be a hand operated hydraulic pump to one of the 'things' and the other has a possible power pump with a vent pipe. The electric unit looks very like an old isolator and star delta starter unit.... Quote

Yes hand pump there, but not a power pump or starter. Yes this is the correct orientation. Quote

The rate was 3 blows per second. The receiver on the left is a hydrophone linked to the hull in the same manner. Quote
