Seeing that it has a license plate on the rear drivers side I would assume that this is not in military service... that and the dump bed is non-standard, and other bits that are not quite right. My guess would be that the fuel tank was ruptured long ago, and an something elese was rigged up (most likely betrween the frame rails a'la the Chevy 1.5 Ton. Great photo. Remember the CCKW was *always* rated for 10,000lbs of cargo, just limited to 5,000lbs for cross country driving.
