The original guidance system for the Royal Engineers coastal defence torpedo?

Suggestion sounds very plausible, but it isn't that.

Yes, but a bit up the wrong track, a submarine detector is the next guess. :-D I have seen something similar, which is why I thought torpedo. The RE had a lot of weird river and costal defence gadgets in the late 1800 early 1900. So how close am I?

A method of moving position of sinkers which are used to secure buoys? The cylinder being filled with compressed air to lift the sinker.

 

 

Ingenious thought Richard but nope. There is air in the tank but not compressed.

Am I right in thinking the part connected to the hauling out cable is a pipe or tube the same as those coming from above the surface?

 

Or maybe they are electrical cables,in which case is it some sort of current of flow direction finder/measurer?
