Grandfather rights, Do they exist? And must the vehicle be 'Unladen'

Problem I am leaving for Normandy today, and the second driver of my leyland hippo has just pulled our because he belives it is not legal to drive a historic vehicle with personal effects (camping gear etc) in the back. Does any one have a definitive answer to this? Preferbly with documentary evidence? If so could you fax it to me on 01992 511 286 FAX. Thanks
