WW2 'home front' paint question.

I've got pictures of USAAF vehicles on the 100th BG airbase that have white tips to the bumpers, but there are also vehicles on the same base without the markings. Not sure of the year of the various pics.

 

One of the pics shows one of the articulated tankers that fuelled up the bombers. Since these appeared to spend all their time going from the base fuel dump to the bombers, I can't see them being used off base, so I don't believe it was a marking specifically to aid visibility on civil roads.
