Can Anyone identify these clamps?

Hello and thank you for adding me.

I recently picked up these two clamps, just because they looked useful.  However someone has suggested they may be clamps for the hood  of a military vehicle, or for a roof rack.  They are so nicely and heavily made, look like NATO green in colour, it would be interesting to identify them.  I've spent a couple of hours looking on the web with no luck, maybe someone here may know?  Thanks in anticipation.
