Semi-gloss was only specified for ammunition paint, but there were no brown shades available for that purpose.

Catalogue of Army Ordnance Stores Section H1(a) Paints, dopes & varnishes 1980 lists Service Brown available as a General Service Paint which was gloss.

There is no entry for any brown paint in War Equipment Paints.

Although a high gloss finish was available for many Vehicle Paints including Service Brown, ammunition boxes had no entitlement to receive Vehicle Paint. 

Bear in mind most of the brown paint we see on ammunition boxes was applied by the manufacturer a long time ago and some of the gloss may have worn off. Any touching up or in extreme cases repainting would be done using a General Service Paint, Service Brown which was gloss.
