Cylinder Boring Machine, is this Military?

Hello All,

Someone I know has this new/unused Burtonwood Cylinder boring machine still in it's original crate with everything wrapped in a protective coating.

It has the appearance of being of Military origins but is it? Can anyone help?

Perhaps I can help you? 
I have had one of these, and actually just sold mine this summer, but before I did get to do some research. Please let me know if you need help. The Burtonwood is a fine machine.
