In London, the Salvage Corps was a separate body independant of the Fire Brigade, whose job was to minimise the damage caused by the Fire Brigade by using tarpaulins and the like to keep water away from goods not directly involved in the fire.

When I worked in London in the 70s, I remember them being disbanded.

I suspect that they were funded, at least in part, by the Insurance Companies.

 

Update - just googled Salvage Corps - the London Corps was disbanded in 1982, and they were funded by the Insurance Industry.
