Is it a Civil Defence salvage vehicle? There was an article on these in a mag last year. Classic Military Vehicles or Heritage Commercials or one of those. They were attached to various fire brigades.

Chevrolet CMP C8 8-cwt 4x2 chassis/cab, post-war many were used to be rebuilt into the type of vehicle you see, mostly for essential services like fire brigade, etc.

In London, the Salvage Corps was a separate body independant of the Fire Brigade, whose job was to minimise the damage caused by the Fire Brigade by using tarpaulins and the like to keep water away from goods not directly involved in the fire.

When I worked in London in the 70s, I remember them being disbanded.

I suspect that they were funded, at least in part, by the Insurance Companies.

 

Update - just googled Salvage Corps - the London Corps was disbanded in 1982, and they were funded by the Insurance Industry.
