    Dear Joanne,

     

     

     

    As a private owner of a number of Historic Vehicles one of which is currently exempted from plating and testing under Section 44 of the road traffic act STGO I would like to propose that an exemption is retained for vehicles that will not physically fit through a current VOSA test station.

     

     

     

    To put this in simple terms the tractor unit I own is 10' (3.05m) wide and will not fit down the lanes of the test centre. The wheel track is such that the tyres would not fit onto the roller brake tester. The vehicle is in the tax category Private HGV. On the very few occasions the vehicle is moved on the road it is always after a "movement order" has been submitted to the relevant Police authority it will be travelling in or passing through. The vehicle is fully insured for road use.

     

     

     

    The vehicle is used at most 10 times in any one year covering a total mileage of no more than 250 miles.

     

     

     

    The vehicle is maintained to an extremely high standard far exceeding current requirements for vehicles operated commercially.

     

     

     

    Please advise how you would propose to accommodate my requirements under the proposals in the consultation document ?

    Thank you for your response to the HGV MOT testing consultation.

     

     

     

    We’ve had a number of responses from historic vehicle collectors. This is just a consultation at the moment and more precise proposals will be drawn up based on the responses. However, from what you say I don’t think that we would want to capture the tractor unit that you describe within our new legislation. We will be talking to relevant representatives and experts prior to drafting the legislation, to look at options and to ensure that we don’t catch individuals who were not the intended target of these proposals. Broadly we want to test vehicles that look and act like HGVs but are not currently treated as HGVs. We will also be considering the issue of practicality and VOSA resources as you have proposed. A further consultation will have to take place once legislation has been drafted, before it can be put before parliament, towards the end of this year at the very earliest.

  2. This is Rush Green Motors in Hitchen, Herts. I also have photos from around 20 years ago. There are literally thousands of derelict clasic trucks there, very hard to get in to just look round. Have a look and see if you can see it on google earth.

I once got pulled into a vosa checkpoint on a Tuesday morning after pulling out of Stonleigh town and country festival with my then Leyland Marathon and King low loader trailer loaded with MK3 ANTAR. This was taxed as PRIVATE HGV and it had a tacho fitted but there was no chart in. VOSA man climbed up at passenger side and asked me to take out the chart for him to check to which I replied that there wasn't one in ! That little glint came in his eye as he was thinking he had got me ! I then asked him to examine the tax disc, which he did, saying that he had never heard of that category. I explained that I owned the whole outfit including the load on the back and that it was only ever used to move my own show vehicles, it was plated and tested as well as the trailer and that there was no requirement to have a tacho chart in. Said vosa man climbed down went and found the traffic policeman who was waving in the vehicles they had a discussion for about 5 minutes before he returned and asked if I minded if he had a look round my vehicle.

     

    He then after a few minutes returned and said that he would have to issue a GV9 due to a cut in a tyre sidewall. GV9 was issued, I was told that I was not to move the vehicle until the tyre was replaced. I climbed out had a look at which tyre had the cut, (nearly needed a magnyfying glass to see it) weighed up the situation.

     

    I then pulled out one of my 2 spares from under the ANTAR, blocked the trailer with timbers, losened the wheel nuts and lifted the tag axle on its air bag swapped the wheel, tightened everything up dropped the axle, all told about 15 minutes. I then went and found the vosa man again and told him it was done and asked what he was going to do with the GV9.

     

    He gave a full clearance on the GV9 and off I went. On returning home and later talking to a friend of mine who is a traffic examiner he said that it was completely unheard of for a traffic examiner to give a full clearance on the roadside, that every GV9 issued had to have clearance at a test centre.

     

    Just goes to show that they don't even know whats legal so what hope have we ?

  6. Hi bit exited just picked up a leyland drops today . This is going to be converted into a recovery vehicle for use in our family business. Havent seen it in daylight yet but looks to be in in excellent condition. will post some pictures as soon as i get chance. When finished it will take place of Foden FH70 which we have recently sold

    a. The bear is a newfy called baxter.

    b. The pickup in the corner is an M1008 (84KA250), with a burnt out t400, ex, spec ops sqn at Mildenhall, I have the service records. I have had it for 8 or so years and normaly it is reliable, honest. Anybody repaired a GM T400 before? is it possible or shall I hand it to an expert?

    c.Yes its got TL12 heads and it drives quite well, except for the smokescreen on start up! any history would be appreciated. I may convert back to original at some time. Still getting to know it and realy want to spend some time on the brakes before opening her up.

    Forget the Chevy what about the bear ?

     

    I am coming to Aberdeen on Monday for work (in Norway at the moment), my best mate was the first person to own your Militant about 15 years ago, I will try to get him to dig out some pictures of it when he had it. He is on this forum (AMGeneral) It was bought from a dealer called Hamptons in Keele Staffordshire who I am friendly with. Then it went to the recovery operator in Stalybridge who did the head conversion, he also altered the lifting jib slightly to incorporate chains hanging down for suspend tow from either side of the extending inner boom.

    Never mind the Milly whats with the bear roaming around ?

     

    If it is the same one, the engine conversion originated in Stalybridge, Cheshire. It is the original AEC block with Leyland TL12 heads hence the turbo.

    Looks like I am going to the cooler too... because I also agree that the old style was more user friendly. Not understanding how these things work I would really like to know why it had to change, if it makes things easier to manage then it is better and we will all get used to it.

     

    Just another question, on a number of varying posts the last word of a line is repeated on the next line down, at first I just thought it was a typo by the sender, but it seems to be more than that ?

     

    Also managing attachments is far more difficult, why do all the previous pictures I have posted come up first ? I dont need them, I just want to browse for the new picture I want to attach, it now takes ages to attach a picture which has put me off on a number of occasions.

    Thanks Chris, At the moment the M578 is counterfeit US Army marked so no use for it.So is the thing I pictured a night vision scope ?

  12. I decided to try and get Mighty Antar along to Rushden cavalcade. Hopefully Brian Bailey's Antar will be there. We once managed three at this event, Who else can we pursuade to come along to try and beat this...?

     

    Try David Crouch, I was down at his new yard in Market Harborough a few days ago and he had just moved the ex Cooper MK3 into the building down there.

  13. Yes doesn't surprise me that they are having material failures also, the Seddon Atkinson LET trailers had a problem with the swan necks cracking so new trailers had to be procured fairly rapidly.

     

    Quite co incidental really, I went to David Crouch's new yard with him the other day to have a look at all his Leyland DAF Drops trucks, to get to it you have to drive past KING Trailers manufacturing site, there were about 5 of the British Army Tank Transporter trailers back in their yard at the time.
