hole in chassis

Question

Have started cleaning the chassis on the Bedford today and notice this odd hole anyone care to hazard a guess on how it got there ? The circular hole is for a step bracket its the jagged one that caught my eye.

this is looking at the outside vertical face of the chassis about at the bell housing hole is approx. 1/2" across.

Just a quick one the hole looks near to the top flange i know the vehicle wont be getting any serious stress. But if it were mine and i had the equipment to hand i would be tempted to weld it up and flap it over. If for no other reseon than knowing it was there and could crack to top flange
