I know of a situation (still on going), where someone had a blackout and on several occasions has asked their specialists/doctors when should they send their driving licence off to the DVLA only for them to suggest not to do so for the following reasons:
Its not uncommon for them to be sent back missing bits like Bike licence etc, to eventually be returned 3 months later than they should.
And my favorite "until we(Docs) know what caused the blackout theres no point in sending it because they (DVLA) don't like it when we (Docs) don't know what caused it and they(DVLA) start sending us (Docs) letters".
Now this person had their appointment recently to discover what the cause was and ask again when to send the licence off and the Spec "said what you could do is send it or because we still don't know what caused it just keep it and not drive as they'll only send it back to you in 6 months once the year from blackout is up, also unless you send it to them they won't ever know, but if you do blackout again within the next 6 months you'll have to send it back."
So it seems not even people employed by the government like what the DVLA does to people and their livelyhoods.
