Is this a Bedford Hub spanner?

Only just spotted this. That number VR2100 does not relate to this tool, according to my Kent Moore catalogue for Vauxhall/Bedford cars & light vans. That number relates to part of a spring compressor, a thrust screw and bracket. Could you recheck it? Are there any other numbers?

I don't have truck info, but a correct tool number may yield results. It looks like something used to prevent hubs rotating, or maybe prop shaft flanges.
