This is not true., I am registered as a collector not a re-enactor and don't use my Artillery for any other purpose than static display and private exhibition . I have a self stated condition on my licence that my Artillery will NOT be fired and it made no difference what so ever to my application. However as mentioned before and well known amongst live weapon collectors each firearm licencing department interprets legislation differently ,Hampshire being one ,never the less a Section one FA Licence and a powder/ammunition licence are two completely different entities and granted at their own regulations. You are not the first this guy has let down and most certainly not the last as I'm quite sure other forum members have experienced. I have had quite a bit of gear moved by this chap and to be fair he was reliable up until a couple of years ago when it all went pear shaped and caused me a fair bit of grief transporting a Live Gun.
