I was going to suggest that you might be able to order it from your local library but the book doesn't even appear in the British Library catalogue:-
Is this another scam site?

Are you aware of this archive in America?

What size is the cover?
A photo could also make identifying easier.

WO = War Office maybe?
The War Department was the United Kingdom government department responsible for the supply of equipment to the armed forces of the United Kingdom and the pursuance of military activity. In 1857 it became the War Office. Within the War Office, the name 'War Department' remained in use to describe the military transport services of the War Department Fleet and the War Department Railways.

DM4 Limousine engine, not the same 6 cylinder engine as the K9 but it maybe an option.
Austin's 'D' series in-line 6 cylinder, 3993cc engine with a 4-speed manual transmission and triple SU carburettors. However these were soon replaced by a single Stromberg DVA42 carburettor.

FRAC = FRACTION.
As one is stencilled 84 and the other 44, I assume that 84 is the normal number of plugs therefore the box of 44 is a FRAC box.
The paper labels are for the original ammunition (I don't know what the ammunition was) not the plugs.
The plugs are non explosive and this makes the box FFE (FREE FROM EXPLOSIVE)
