I have a civilian series 2 that also has this knobbly thing on the front apron, often wondered what it was for?

Good morning all, This vehilce is fairly local to me, and has not moved in years and years. It doesnt even come out fr the local vehicle shows, it seems to just be abandoned? Thanks Tom
