Does anybody know on the engine block , underneath the number b5764, what the VB stands for?

does anybody know if you brought a welbike from Europe, would you have to pay any import duty on getting into the uk?

Looking for a little help here, I have the chance to buy what the description says is a 1942 welbike with the XXE code stamped on, there are many parts missing, tank, seats , correct handle bars, the frame is all there and what appears to be original engine, being no expert on welbikes ( just always wanted to own one! ) I don't want to spend hard earned cash on what might not turn out to be genuine, here are some pictures.
