Petain sued for peace hoping to prevent France being razed to the ground, as had happned in 1871, and 1914/18. The Versaille treaty was so represive partly because France wanted it's own back. In 1940 there was a great panic that Germany would once again start the rape and pilliage. Best of intentions, but you can't deal with a lunatic. The US President Wilsion propsed in a speech in the US congress on January 8th 1918, 14 points which he hoped would settle the situation for all time.
