Leaking Carburetor

I recently had the carbs on my Daimler Armoured Car reconditioned and upon fitting them today I noticed that one leaked out of the top cover gasket which could not be cured by tightning the bolts.  The petrol could be seen bubbling out.  Upon starting petrol could be seen pooling in the throat of the carburetor which could not be seen in the other.

I am thinking that the carb is flooding either due to a problem with the float or the valve is not operating allowing the pump to over pressurize the float chamber.  Any comments anyone please.
