Might give a more of a clue Bill if you have a photo of the other side (outside) face of the rim ?

could be series landrover as been said or Austin Champ both had this type of rim both five stud fitting

If of British manuf. - then that inside of the rim would tend to have a small ID plate tack welded on , any markings on the other side would be conclusive of manufacturer.

any one have a better idea? there is a tag of the inside of the rim but its pretty rusty.

The centre knave is totally the wrong shape for a Land Rover rim (it is the same as the later well-base drop-centre) , the pinch dimples you can see on the rear are more or less the same. The Land Rover rim does not have the ID tag at that location.
