Karoshi
So how about a quick instructional Steve? Karoshi
Jessie The Jeep
The picture is actually an Animated GIF image. Gif's can be saved as several images in layers, and the time changed that the pictures are scrolled. This one was done on a program by Ulead, called GIF Animator. It wasn't a free program, but there possibly are free downloads on the net somewhere. Image colour quantity can be limited to reduce the overall file size too. If you right click and select properties on all the smiley faces, you'll find they are animated GIF's too. I picked some images I liked, resized them to about 80 pixels square I think, compiled them in the GIF program and then uploaded them in the normal way.
