Looks a bit like the front vision slots on a Rolls Royce armored car, or a Ford S1.

I don't know what a St Chamond is. The trouble is I don't know precisely what this vehicle is! Other than knowing what it probably isn't! Can you expand?

Nope, but it does look that way, the RUC did go in for vision slits in many of the vehicles.
