Have you turned the picture 90 degrees anti-clockwise. Ie are the "L" shaped angle iron brackets with the series of holes normally at the bottom...?

 

 

Yes very good, this is how it is in use.

Going by the eared bolts and adjustable distance brackets on the right of the picture it looks like its for clamping to a bench, the top looks like a lamp bracket, although i cant work out what the hinged stay is supposed to be doing?

 

 

Clamping yes but not to a bench.

OK, it's frail, therefore not used on the move. It looks like it clamps to the edge of a truck, like a British 15cwt. It is very adjustable. Could be a telescope holder for an Officer's truck?

Yes very good, the kit illustrated is for a particular model. Any guesses?

 

It is very adjustable.

Once adjusted is left fixed
