Commonwealth wartime radiator protection bar.

Question

Hi folks, my dodge d15 has the standard raised bar above the bumper that stands in front of the radiator as with most cmp wartime vehicles.

I had always assumed this bar was to protect the radiator and grill from big debris, but if that is the case, why is the bar mounted on leaf springs?
