Looks like that Wally but others have suggested it's to do with tank warfare as well, but it ain't.

 

There would definitely not have been any tanks within a thousand miles of this :D

Its a mother of a stack of speakers for the ENSA concert, disguised by turf to stave off detection by enemy planes in case they think it is a huge ammo dump.

I don't think horses would like this at all. Very likely used in India but would be used worldwide or Empire wide.

Not a deliberate water gathering mechanism Bernard, but I expect a fair bit of water would get trapped in it.
