I once got a new ThinkPad and it took me months to work out why Notes would never send me a meeting reminder. Eventually, deep in the guts of Notes, I found that somebody (maybe in Software Delivery and Fulfilment in Boulder, Colorado) had decided that Notes's default timezone ought to be Mountain Time.
