Hmm, central lubrication or a central hydraulic supply.

18 pads or actuators of some sort divided into 9 sectors (one labelled "a"), red-herring possibly, the sectors may be cover plates.

Handle or adjuster on the top, in the middle of a strongback.

 

I'm gonna say an access hatch with a hydraulic-operated locking/clamping mechanism??

Yes there are indeed 18 hydraulic rams that do provide a clamping mechanism.

 

So you are 80% there! So what does it clamp & for what purpose?

A jig to clamp the steel band in position before it is welded?

Or to true up a band to make sure its the correct size before fitting?

 

I take it the "a" position is the gap between the spokes, "b" the clamping jaw and "c" the eccentric mechanism to operate the jaw?

To ensure that the wheel is true, ie, concentric to the centre, before fitting the steel tyre.

 

Richard yes but you got pipped by NOS. I think the major jump forwards was Alec identifying the 18 hydraulic rams. Well done everyone:-D
