    Its connected to the slump test, which ensure concrete is mixed to the correct consistency.

    It was the "Compacting Factor Test" devised by The Road Transport Research Laboratory & this particular illustration comes from Military Engineering Vol XIV - Concrete Part I, Practice, 1952.
