Looks like strips of insulation round it, some kind of heating element, glow plug sort of thing

 

Good line of thought Rob, although the strips are for protection rather than insulation, not a heating element etc.

 

If it helps this is not British.

Would it be unfair of me to point out "detonator agent chemical" in the photo title and suggest the bursting charge for a chemical (mustard gas) landmine?

 

Not unfair at all Chris as it seems to have been labelled incorrectly, if it had been that your conclusion would have been a reasonable one so its not that I'm afraid.

Good idea Chris but its not naval, this is German & land based if that helps.
